"Public goods are things that you can not exclude people using - and a person who uses them does not lead to another one," said Flavin. "They are generally not profitable to produce on the private market, so if the government does not provide them, they will be either sub-supplied or not at all."

As such, these public goods tend to transcend class, race, ethnicity orPolitics.

"Compared to many other public spending, public goods tend to be less controversial between Liberals and Conservatives, Democrats and Republicans, compared to poverty or unemployment benefits, where there is a certain disagreement between Political parties, "said Flavin. "I think there are fewer political conflicts on public goods spending simply because if the government does not provide them, they will not be provided at all."

As with many studies, it is important to remember that correlation does not involve causality.

"It might be more happy citizens yourself by moving to states that spend relatively more on public goods," said Flavin. "It is also possible that happier citizens support higher expenditures on public goods and elis to state officials to provide this policy."
