The White House document shows 18 states in the Red Zone of Covid-19 '

The unpublished document recommends more stringent locking procedures.

In May, the World Health Organization recommended that governments ensure that testing rates were at 5% or less for 14 days before reopening. A COVID-19 tracker from Johns Hopkins University shows that 33 states wereAbove this recommended positivityon July 16th.
