If you really want to experience winter, you may want to go to Russia. We know it's not the most popular place to go these days, but if you go to St, Petersburn, you will be perfectly safe and good. St. Petersburn is really the cultural capital of the country, this is the place where you really immerse yourself in the scene of the culture and art of Russia.
