We compared a series of data on fraud, identity theft, cybercrime and state integrity policies. For each State, we examined the most recent data of the US Federal Trade Commission (FTC) on the number offraud reports filed by 100,000 inhabitants. These include impostor scams,online shopping and exam systems, fake checks,Home repair Scams, and more. We also used the number of FTC identity flight reports for 100,000 people in each state. Identity theft includes credit card fraud, banking fraud and similar violations.

Then we examined the most recent data of the FBI projectionThe number of victims of cybercrime by 100,000 inhabitants of each state. Then we took into account the latest available data from theState Integrity Survey conducted by the non-profit center, non-partisan for public integrity. The study classified the government of each State on its "transparency, responsibility, and mechanisms to combat corruption. Only three California, Connecticut, and Alaska marked more than one D +. And not a single state received a grade A or B.

We then gave the four measurements of a weighted value and ran it by our exclusive algorithm to determine how each state marked on our scale of 100 points dishonest index.
