It seems that Roosevelt took the concerns of his voters seriously. In 1939, the President published a proclamation moving the holidays on the second to last Thursday in November. Obviously, this does not solve the Christmas shopping problem each year: this year, for example, Thanksgiving falls at the late date of November 26th.
